Live justly and obey the laws. Thus you avoid the anxiety of wondering if you will be caught and punished.

Seems sensible, but what do you do when a government brings the law into disrepute? This can happen when it cannot leave well alone and legislates for the minutiae of life, the nanny State. It can happen when a government spies on its own people and then puts those who assist it beyond the law.
You can , unfortunately, no longer count on government and the law being well-meaning and benevolent. This trend started after the First World War in the West, and technology has hastened the tendency. Thus, I would re-cast the words of Epicurus:
Live justly and obey all just laws that afford protection to all on an equal basis, free speech and respect for human rights. Thus you avoid the anxiety of wondering if you will be caught and punished.
